1: Preheat oven to 400°F. 2: Chop carrots and onions and sauté in olive oil until softened, stir in tomato paste and sauté ground beef until browned; season with salt and pepper. 3: Chop and add potatoes, parsley and cover with water and bake for about 40 minutes. 4: To make the topping, mix all topping ingredients and spread it on top with a spoon. 5: Bake for 10-15 minutes until golden; finish with parsley and enjoy!
